כמסגרומ is definitely a typo. It may be במסגרות or כמסגרות. We also need more context to know whether בנויים is to be rendered as "are built" or just as "built". On the assumption that it should be במסגרות you could render it as "organizations built within fixed/specified structures" or "organizations are built within fixed/specified structures".
