Egyetértek Dennyvel, hogy kifejezőbb lenne a mondat, ha lenne viszonyítási alap, de azzal nem, hogy a 77% more nem áll meg önmagában. Sajnos a viszonyítási alap az eredeti mondatban sincs és mégis megérjük. Valószínűleg a további szövegkörnyezet további értelmet ad a mondatnak.

There were 77% more applications to the college than slots. - or something to that effect.

In view of your addition a heading could read as:
applications per space
but then the 77% should be written as 1.77
Overapplication and excessive application are both incorrect in my opinion.
