nem szerkesztettem mondatba mert nem tudom passzív vagy aktív szerkezettel szeretnéd megoldani de ez a kifejezés szerintem azt is lefedi hogy nem ismerik el őket és fel se szólalhatnak tehát szóra se méltatják őket :

neutral  Tünde : Szerintem a "let someone have the floor/give the floor" a "szót ad valakinek, biztosítja valakinek a felszólalás/véleménynyilvánítás jogát" fordítása. A "szóra sem méltat" magyarul más jelentésárnyalatot is tartalmaz, benne van az elutasítás, megvetés is.

szóra sem méltatták őket

Szóra sem méltat = figyelmen kívül hagy, nem foglalkozik vele, angolul ignore, brush off, not give it a second thought, etc. Számomra az idézett mondatból nem egyértelmű, kik nem foglalkoztak velük, kik hagyták X-et figyelmen kívül, ezért szenvedő szerkezetbe tenném, így:
"they had been largely ignored"
(Azért "had", mert az "összehozta őket" már egyszerű múltban van, a "szóra sem méltatták őket" pedig az ezt a múltat megelőző időben, az Y. kormány alatt.)
