Explanation:
Jó lenne tudni, mely intézmény írja ki a pályázatot. A kihirdetés és kiírás nem teljesen ugyanaz. Van teljes mondat? Nagy általánosságban a folyamatra ez a két leggyakoribb variáns:
(the process for) invitations to tender or calls for proposals
Esetenként viszont a pályázat programme is lehet, vagy akár project / project financing... A kihirdet pedig announce, pl. "Poland to announce tender for LTE broadband". Tehát pontosabb és bővebb szövegkörnyezet segítene.
