Well, 140-150 means high blood pressure.
After given more context the physician rather meant kezdeti/kezdődő and not kezdetleges. They have different meanings.

So according to the amended context I would write:

Asker: What about 140-150? Can that still count as prehypertension? The whole context is: Az utobbi idoben vernyomasa magasabb "azt mondtak, hogy kezdetleges magas vernyomasa van". RR 140-150 Hgmm-es vernyomast mertek.

  -> The add. context given by the asker (What about 140-150?..) clearly states that unfortunately the doc. wrote the incorrect term kezdetleges, because a 140-150 Hgmm b. pressure cannot be called kezdetleges or primitive. + We don't say primitive b. pressure

just to answer your question above: NO, it is not "primary". "Kezdetleges" is not to be confused with "elsődleges". "Kezdetleges magas vérnyomás" = "prehypertension" is the stage preceding stage 1. See here:

This hypertension stage is defined as a systolic blood pressure between 120 and 139 or a diastolic pressure between 80 and 89. It is meant to identify adults who are at high risk for developing hypertension. If you have prehypertension, your doctor will advise you to begin lifestyle modifications to bring your blood pressure down to the normal range. Blood pressure medication isn't usually recommended unless the patient has diabetes or kidney disease and recommended lifestyle changes are not working."

While "elsődleges" or "primary" is described as follows:
"Primary hypertension
Main article: Essential hypertension
Primary (essential) hypertension is the most common form of hypertension, accounting for 90–95% of all cases of hypertension. In almost all contemporary societies, blood pressure rises with aging and the risk of becoming hypertensive in later life is considerable."
