Well, 140-150 means high blood pressure.
After given more context the physician rather meant kezdeti/kezdődő and not kezdetleges. They have different meanings.
So according to the amended context I would write:

just to answer your question above: NO, it is not "primary". "Kezdetleges" is not to be confused with "elsődleges". "Kezdetleges magas vérnyomás" = "prehypertension" is the stage preceding stage 1. See here:
