Part of a stage outfit - a hat worm by the musiciam Ference Tobak
Explanation:
Ferenc Tobak and ensemble perform a little known traditional dances and music from the Moldva, Gyimes, and Transdanubia regions of Hungary.
Ferenc Tobak is a master of the Hungarian bagpipe (duda) and flute (furulya). While in his native Hungry, Ferenc was a bagpipe maker known throughout Hungary and Europe. In 1996 he was awarded Grand Prize for one of his bagpipes in the 12th National Folk Art Exhibition in the Musical Instrument category.

In the United States Ferenc has been a part of the Baratsag Hungarian Dance and Music Camp for the past five years.

Because Ference Tobak was a dancer and a folk musician, I suppose that Tobaksapka is a special type of national (folk) outfit, which he used to wear during his performances.

Good luck, anyway!
