I can't find it in my 4 dictionaries. Could it mean 'road rage'?

GerdurSif is absolutely correct and Ragnare is picking bones here. He is also correct. It is just a matter of style which wording one would choose to use. "Aksturslag" refers to the way in which a driver drives, whether it be dangerously, recklessly, safely etc. etc.
