I know that "fjárútlát" is capital outlay, but I'm not sure what this sentence might mean. I'm also struggling with "skel" and "allt frá engum".

"Fjárútlát við skráningu sem getur numið allt frá engum (gert í gegnum aðra skráða skel eða þeir sem sjá um skráningu taka hlut fyrir) upp í 300,000 pund sem erlendir fjárfestar munu að öllum líkindum þá sjá um þar sem þeirra aðkoma að verkefninu er einungis vegna fyrirhugaðar skráningar."
