Asker: In a different grammatical structure, i.e., one where an adjective is required, this would be appropriate. However, in this sentence, we need a phrasal structure, i.e., X of Y, as in 'full of water'. To use the word 'rampant', we'd have to save something like '... in which corruption, collusion and nepotism were rampant'. Thank you for offering your opinion.
