The text differentiates between the payoffs to the DPRD vs payoffs to subdistrict heads (camat), local officials and the Regent. The DPRD appears to get a 'package deal' on a case-by-case basis, presumably split up amongst the members, whereas the Regent, local officials and subdistrict heads receive regular monthly payments of fixed amounts. I've decided to use 'package deal'. The same term is used in the context of travel agents putting together package deals for travel and accommodation.

Tobacco deals with everyone. There is not much difference between "paket transaksi" and "transaksi kepentingan bisnis-politik".

"paket transaksi" will involve Djarum's business interests vs. corrupt local MP financial interests (=self-enrichment) plus, in lesser scale, political interests (= campaign funding).

This means the same as "transaksi kepentingan bisnis-politik"; the latter may give more emphasis on political interets.

Perhaps there is more explanation on the content of the "paket"?!
