agree  Erich Ekoputra: In "Orde Baru", "Dinas" was no more than a "Branch Office" of a ministry, called "Kanwil", transformed from Dutch-style "Jawatan". It is then so unlikely that there will be "kantor" and "dinas" for the same administrative affairs. Still, service will do.

disagree  rezamm: "Dinas" cannot be translated directly into "Service". For common sense, it doesn't mean the same thing. "Agency is much better and I have regularly used the term in official translations which the World Bank have already approved of.
