Bus/Financial - Law: Contract(s) / mining contract | | Indonesian term or phrase: penahanan masyarakat | I think this must be a typographical error. The context is a clause on suspension of Works at a Mine. The clause reads, in part, "Dalam hal berhentinya pekerjaan karena masalah legal, penahanan masyarakat, kondisi hujan yang berkepanjangan yang mengakibatkan tidak bisa bekerja, atau gejolak masyarakat sekitar lokasi yang mengakibatkan Kontraktor tidak bisa bekerja atau dari kesalahan pemilik... ."
What might 'penahanan masyarakat' mean in this context or, if it is an error, what might the correct term be? |

There are a good many Google hits for risks of mine closure for various reasons including strong community opposition. This looks like a possibility here, even though 'penahanan masyarakat' is usually found in 'lembaga penahan masyarakat' which I gather is a euphimism like Australia's 'corrective services facilities'
