U/ pemberlakuan, alih-alih enactment yang terlalu formal dan bau hukum, saya pilih yang lebih sederhana: implementation.
penghargaan, karena disatukan dengan uang pesangon, saya kira adalah singkatan dari uang penghargaan. Uang penghargaan dapat berupa penghargaan masa kerja, alias service pay, atau sekadar uang pisah atau separation pay.
Karena pegawai setempat (lokal) bukan bersifat permanen, rasanya sukar mengumpulkan masa kerja yang lama. Jadi, penghargaan ini, menurut saya, adalah uang pisah.
Hal yang juga memperkuat argumen ini adalah uang pisah bersifat tidak wajib (boleh ditiadakan) menurut UU Tenaga Kerja Indonesia, lihat referensi kedua.
