Thank you. On the basis of the information provided I have translated it as "official certifier of title deeds" -- because "akte" means a notary-certified document, I think. And title deeds is the expression I am familiar with from an Australia context.

agree  Louis SOETEDJA: Notaris = notary public. In Indonesia titte deeds are handled by notary public.
