Indonesian term or phrase: menjelang hari kemerdekaan, rakyat banyak melakukan kegiatan
menjelang perayaan kemerdekaan indonesia, rakyat banyak melakukan kegiatan seperti lomba balap karung da panjat pinang. aku tidak ikut berpartisipasi, tapi bukan berarti tidak memaknai kemerdekaan , aku mamaknai kemerdekaan dengan caraku sendiri
aning
in the run up to Independence Day people engage in such activities as ...
Explanation:
Dictionaries say that "menjelang" means "prior to / on the eve of / toward / around / about". Another, more popular, though perhaps journalistic expression is "in the run up to".

"Menjelang" is also a verb meaning "to visit someone" or "to pay a call on someone". I do not know whether there is an etymological or a semantic connection between these two senses of "menjelang". But if there is then it would seem as if "menjelang Hari Kemerdakaan" could have quite positive connotations -- for example (and very speculatively) "cheerfully and in a very friendly spirit moving into a point in time where one has been before and wants to visit again."

"Rakyat" can also be translated in a number of ways depending on the rest of the context. I have translated it here as "people" (it being already understood that this refers to members of the public for whom the Independence Day cited is meaningful).

In case the asker wanted a translation of the whole parapgraph (and not just the highlighted phrase) here is an off-the-cuff version (which could possibly still be improved on):-

\"... activities such as sack-racing and the traditional game of areca-palm climbing. I do not take part, but that does not mean that I do not give any significance to (Indonesia\'s) Independence -- I make it meaningful in my own way.\"

\"Panjat pinang\" which I have translated as \"the traditional game of areca-palm climbing\" probably requires a longer gloss than that. Here is a short explanation from a web-site about the Independence Day celebrations:-

\"One of the most popular games is the Panjat Pinang. An Areca palm trunk is erected in a public area and well greased with a mixture of clay and oil. At the top are hung various prizes like bikes and TVs. Whoever makes it to the top wins the prize. Needless to say there are a lot of slippery, muddy kids and grownups alike climbing over each other and struggling to reach the goal. A good time is had by all, especially the crowd watching the gaiety.\"

agree  Catherine Muir: also "leading up to"

-> You may be right: "leading up to" may be preferable to "in the run up to" -- i.e. plainer and of more general application.

agree  Setia Bangun: I agree with the explanation but I would translate the phrase into: on the occasion of the Independence Day commemoration people are busily engaged in various activities such as ....

agree  Katriana Vader: Why not just translate it as "Prior to Independence Day...". I think it sounds better.
