Kata “penyijilan (mustering)” di dalam Buku Pelaut (Monsterboekje) ditemui dalam kolom “sijil naik (sign on)” dan perwira penyijil (mustering officer).
Dalam UU No. 17 Tahun 2008 tentang Pelayaran, kata “pelaut” hanya ada 1 (satu) kata yakni pada Bab XIV SDM pasal 266 ayat (3).

Pelaut terdiri dari active seafarers dan non-active seafarers.
Active seafarers yang telah menanda-tangani PKL (Individual working contract) dapat disijil dalam Buku Pelaut.
Setelah disijil dalam Buku Pelaut, kemudian sign on lalu disijil di atas kapal (dimasukan dalam buku sijil / crew list) dan sejak saat itu sebutan “pelaut” berubah menjadi “awak kapal” yang selanjutnya diatur dalam UU No. 17 Tahun 2008 Bab VIII dan Bab IX. |
