Калі я правільна разумею, "унітарнае" значыць, што прадпрыемства з'яўляецца аб'яднаннем, напрыклад http://www.novopolotsk.by/content/view/56/50/
У Італіі таксама ёсць такія аб'яднанні, толькі іх не называюць неяк накшталт "azienda unitaria", а проста "consorzio".
Калі ў тэксце ўказваецца горад, можна пісаць не comunale, a адразу "del comune di..." Часта ўвогуле пішуць"consorzio di ... (назва горада)", бо гэтак і так зразумела, што ён камунальны, належыць гораду, гарадскім уладам.
