A dire il vero è un po' tutta la frase che non è molto chiara...

I believe that it's saying that this given "ente", that has been tasked to verify this financial reporting will present a "schema di congruità", which I think would be a "verification report" (to validate that the entries were recorded according to applicable accounting principles, I think) outlining expenditures, expenses, etc.

It seems to me that the Ministero's guidelines provide for "writeoffs" of up to a certain threshold: either 15% above the verified numbers, or 15% below the verified numbers. sounds like they are allowing margin for error?

However, they also say that unit rates will remain unchanged....in other words, don't expect to raise per diem just because the total report may write off 15% above what was actually paid out .....
