parlando di enti pubblici, si tratta di un documento particolare che è definito bilancio per estensione. Non ne ha infatti le caratteristiche tecniche. Si tratta di una relazione, sostanzialmente, con cui gli amministratori riferiscono agli stakeholders (cittadini, associazioni) in merito a quanto fatto dall'ente nel corso dell'anno. Anche con cifre, ma anche con grafici, tabelle di dati, parti descrittive, foto ecc. ecc.
Il termine tecnico usato nel settore pubblico è ACCOUNTABILITY (definizioni disponibili in internet).
Ne ho redatti io stessa e, sicuramente, non si può parlare di budget. Semmai di report.
