Società X e Società Y possono essere messe in liquidazione, ovvero rappresentare "bare fiscali" per eventuali interessati.

Obviously "tax coffins" is not adequate; I am stuck for the correct approach in English but here is my draft version:

Company X and Company Y may be placed in liquidation, or be used as tax shelters by any interested parties.

I think they intend that the company will be dormant with no significant activities, pro tem, and available as an already incorporated/registered company for an interested party....who may use it as a shell or may also use it as an active trading company

La prima novità di rilievo contenuta nel decreto legislativo in esame si sostanzia nella possibilità per le imprese di nuova costituzione di riportare senza alcun limite di ordine temporale le perdite prodotte nel corso dei primi tre anni di attività. Accanto a tale previsione normativa esiste tuttavia una norma antielusiva finalizzata a porre fine una volte per tutte alla nota tecnica elusiva, quella per l’appunto della "bara fiscale", che fino ad oggi ha visto come protagoniste le società in forte utile che, attraverso un’operazione di ristrutturazione societaria, acquisivano le società in perdita al fine di procedere ad una compensazione tra gli utili maturati nel corso dell’anno e le perdite "acquistate", evitando almeno in parte il pagamento delle imposte dovute sui redditi riconducibili all’attività svolta.
