These are the various stages of an employee business travel refund process. I have no more context for *controllo di merito* but there are lots of these on the web. E.g. "Sono sottoposte anche al controllo di merito dell'Assessore Regionale per l'Industria le deliberazioni del Consiglio Generale per le materie previste dall'art. 16 lett. c, d, f e g del presente statuto con le modalità di cui ai commi precedenti."
