Italian term or phrase: costi non di competenza
This phrase occurs many times in a document that I'm translating. I know exactly what it means: the Revene is refusing to recognise certain costs deducted by the taxpayer on the basis that they breach the accrual basis of accounting. I need something short and to the point given that the phrase appears as a heading over and over again.

I know the question was asked before, but the less said about the answers given at the time the better.

I would automatically translate this way, without a second thought. Of course you have to adapt it to the specific context. Basically costs which relate to 2010 (you consumed what you bought in 2010) cannot be deducted from 2011 income. The word "relate" and the "period" or "year" are essential.
