From an article about Treviso in a tourist magazine, 2 occurrences:

Dopo decenni di crescita, il sistema produttivo della Marca “gioiosa et operosa” ha dato preoccupanti segnali di rallentamento.

...questa provincia “gioiosa et operosa”.

I found several references on the internet, but no clue as to an appropriate English translation. Even if you counsel me to leave it in Italian, I would like to put the English in parentheses. Anyone more familiar than I am with this term?
