advertising air-time
Explanation: The maximum possible advertising air-time would be 24 hours per day, 7 days per week (i.e., there would be no real programmes!).
However each country has rules to limit advertising hours. Most countries limit ads to a certain number of hours per day, or minutes per hour; some allow no advertising on Sundays, others prohibit certain types of advertising in certain time-slots (e.g. no hamburger ads in peak kids' viewing time, no alcohol ads before 10 pm, no ads to break up cultural programmes, etc.).
The advertisers will prefer channels offering the greatest freedom, longest 'advertising air-time', etc.
