I'm assuming this is what we call here scrolling signage, but I don't get the 'giro completo' part. Suggestions warmly welcomed. Thanks.

Explanation:
I think you are right about the “scrolling signage”. As for the “giro completo” you have to think that the scrolling signage is 260m and it takes some time to turn around to the starting point, a “giro completo” or “complete turn”. The advertiser wants to make sure that its adds will be visible in all for 6 minutes per game on the back (dietro panchina) of the row (or the closest row to the cameras) facing the TV cameras.
