Italian term or phrase: regime massimo

'alimentare il motore anche nell’abbinamento di velocità nulla e regime massimo'

Above is the sentence and so far I have 'to power the engine even when zero speed is combined with maximum ....' I obviously can't use 'speed' again. Can I use 'revs' or does 'regime' have another meaning in this context?

it may sound strange but what they are saying is to alternate the engine between idling speed and maximum speed; probably some sort of stress or fatigue test
