the services bit cannot obviously shipped but provided as stated by the other person previously. I honestly believe that the shipment only refers to parts as normally no parts are shipped if they fail the acceptance tests. The services are not normally tested and are provided on site so I think the Italian is a little bit contradictory so hence my stand on the issue, and the reason I have only given it a vote of 3 |

Explanation:
This is tricky in English, because here 'parte' seems to refer to both the 'materiale' , which is stuff, and the 'prestazioni ad alta valenza', which are people. Normally, if it were just materials you would say before shipping materials/components etc. Here, though, shipping people in that capacity sounds like you're stuffing them in teh container with the goods, and, although that's done a fair bit, this doesn't quite seem the business that would. So the question becomes, how best to render the prestazioni.
As a variation you could say 'experts' instead of 'providing services' (as in 'before sending materials or experts'). It's a slight stretch on the literal, but it would be one way of translating 'high-value services."
