| | barely above stall speed | Explanation: "and landings had to be carried out at barely above stall speed"
or, more accurately perhaps:
"final approach for landing had to be carried out at barely above stall speed"
This is little more than a guess, but might fit the context. The runway is too short, therefore the plane has to come in as slowly as possible. Stall speed is the speed below which the plane would simply fall out of the sky.

By coming in just barely above stall speed from high up and stalling the plane out by pulling up hard at the last moment before landing (this would slow the plane well below stall speed, and stop its decent rate enough to not crash) I could stop the plane a few meters (for the b2) from the wing hitting the tower.

After reaching FL410, the plane was cruising at 150 knots (280 km/h), barely above stall speed, and had over-stressed the engines.

I just kept the plane barely above stall speed until I was able to line up with the runway and set her down for a safe landing.
