"Poiché la saldatura fra vari comuni confinanti è avvenuta lungo le principali vie di comunicazione, queste aree agricole sono rimaste escluse parzialmente dai processi di urbanizzazione. Oggi esse costituiscono di fatto le *fasce di rispetto* degli assi viari di tipo autostradale che le hanno utilizzate successivamente per insinuarsi fra un centro abitato e l’altro, scavalcandole con lunghi tratti sopraelevati."

La frase è un pò contorta. Cerco di spiegarla in modo più semplice.
Le fasce di rispetto sono quelle parti di terreno che fiancheggiano le strade e che non potrebbero essere interessate da edifici.
Le autostrade costruite dopo il terremoto hanno avuto difficoltà a trovare suoli liberi dove potere essere costruite

Io le chiamerei in un modo simile alla fine sono aree in cui le auto nn circolano, per esempio nella mia citta di origine, si chiama cosi' una zona ex industriale che oggi e' diventata uan zona pedonale , una sorta di parco
