Simply because the "prima liceo" is the ninth year after 5 years of Primary School and 3 years of Secondary School.

it all depends on the historical context and on whether it was liceo classico o scientifico. It seems to me that your text may refer to a time when Prima Liceo, if the Liceo was classico, would be more like 11th grade: 5 anni di scuola elementare, 3 anni di scuola media, 2 anni di ginnasio, e tre anni di Liceo Classico. This is the type of school I attended and this is how it was many (too many) years ago.
Also, by saying 9th or 11th grade you are familiarizing the translation a bit too much, in my view.
