share premium is also “premium on capital stock, paid-in capital/surplus, contributed surplus”

Basically these shares (I presume, as you’ve cut off the beginning of the sentence) are to be put aside for prior sale to company staff and not the shareholders, who would normally get first shout.

These things do go on and on – that’s why I refuse to do them any more!

Explanation:
I guess it means that some shares will will be issued to the corporation's employees and directors, and therefore normal shareholders will not be allowed to buy them; for some reason, the company deems it appropriate, or just cautious, to set aside in the "extraordinary reserve" some money for a "premium" to be paid on the share price.
