Explanation:
Very low. But I think it is this. Aircraft have a very long life and I think that expense parts in things like turbines are reconditioned on a regular basis. The term is also used in the auto industry which also makes industrial scale use of reconditioned (revisionato) parts.

Yes that is what I found, when I was rudely interrupted by an urgent CS. I couldn't find anything 100% conclusive on it. I think in some instances it is used just for spare parts with a regular replacement turnover, but they seem to be a minority.

Many, many years ago when I used to repair my ten-year old Austin Mini, I would take the old worn part to the dealer to get a discount on a reconditioned (recycled) part, Q "Is it OK?" A "Yeah, good as new"

When you fly, the planes are often older than a good proportion of the passengers. The new ones are the most dangerous, because they may not have found all the faults yet.

I don't know. From my experience working in a completely different sector "materiale di rotazione" referred to stock which got frequently used up and had to be re-ordered. So basically it meant that you could purchase according to a plan rather than on an as-needed basis. That is obviously diametrically opposed to reconditioned parts, which are most likely expensive and ordered as required. But if your context suggests the latter use, then you can't argue with that.
