From university regulations, from the section called "Dipartimenti - afferenze":

I Professori, i Ricercatori e gli altri Docenti possono optare per l’adesione ad uno tra più Dipartimenti, o chiedere di spostare la propria afferenza da un Dipartimento ad un altro .... Nell’ipotesi di afferenza anche ad un secondo Dipartimento (c.d. afferenza secondaria), **l’elettorato passivo** è esercitato in relazione alla sola struttura di afferenza principale. Il diritto di voto agli affiliati in via secondaria può essere attribuito dal Consiglio del Dipartimento interessato nella composizione limitata ai soli afferenti in via principale.

I thought that in general terms "elettorato passivo" was the right to be elected, as distinct from the right to elect, but not sure how that is applicable here. Any suggestions gratefully received.

Asker: Thank you, and the "agree-ers" - as stated initially, however, still not quite sure how it fits in the context!

Asker: OK, having read Wolf's answer, I now understand that it's a reference to the right of the faculty member to stand. I was reading it from the point of view of the department and was being more than usually dim.

"The joint appointee shall be regarded as a full-time member of the Departments (Faculties) in which he/she holds a joint appointment for the purposes of eligibility to vote in elections at the Department, Faculty and University level, and to stand for election or appointment to committees and bodies at these levels, provided however that such administrative or other responsibilities do not adversely affect the appointee's responsibilities in the other Departments (Faculties)".
