agree  Pauley: yeh, descent wouldn't come to me either. "extraction" as well./well "descent" sounds like a steep descent. etc. etc. dear boy.

Explanation:
Di ceppo is a way of saying "of Italian stock or origins," but it tends to the informal.

He is merely saying that he is descended from Italians, and thius wishes to reclaim his Italian citizenship. Iure sanguinis refers to the "law of the bloodline," ie that citizenship is passed through the blood, from parent to child.
