This comes right at the end (hand written) of the birth certificate and is followed by the signatures of the witnesses and the registrar.

Explanation:
as I indicated in the note, perhaps it was understood to be "lo hanno essi meco sottoscritto" instead of "egli".
this is a closure form for notary deeds with an archaic use of "with me" = con me --->meco
hope this will help too!
