reduce Explanation: "The condition of maximum eccentricity must not reduce the amount of section in contact with the ground" There's surely a better way to say it, but that's the sense of it, anyway. Maximum eccentricity means the amount of eccentric load (at one side rather than straight down over)which the structure is designed to withstand. When the structure is under such a condition (a truck passing by, for instance), the supporting structure must not "tip", but remain flat on the ground, so that the entire section remains in contact with the ground.
