It's like a list: the sentence means that they can make a vast variety of "things", starting from houses, to rooftops, to public buildings and so on...

"Da...a..." is also a way of listing things in italian. In fact you have "from houses to rooftops", then "from public buildings to street furniture"... and you could have some other items in the list, going on with the same structure (da... a...), or just repeating "a ...., a..."

Hope the explanation is fairly clear - otherwise I'll try to explain it in another way
