Here is the sentence: " Il valore adottato deve dar
luogo ad azioni di progetto agli stati limite ultimi coerenti con le azioni di progetto assunte per gli
stati limite di esercizio."

The document is about earthquake-proof construction. This term is used quite often and contrasted with the "stato limite ultimo" throughout the text. I've asked around and one suggestion was "serviceability limit state." Am I on the right track?
