Si tratta di una città che subisce continuamente delle trasformazioni, una città in cui i lavori non finiscono mai.
E' un titolo quindi non ho una frase in cui è inserita questa espressione.
Avevo pensato a "building-site city" ma non mi convince molto. Altri suggerimenti?
