"CELLULITE EDEMATOSA DA PROBLEMI CIRCOLATORI AGLI ARTI INFERIORI (DAL II° AL IV° STADIO)"

What I want to know is, do they mean edematous cellulite DUE TO circulatory problems in the lower limbs?
