This is a very common expression which I use all the time when I am "fuori casa".
"If someone is out and about, they have left their home and are getting things done that they need to do."

Very clear to me from the point of view of most Italian women - not outdoors but away from the usual cleanliness of home - seems to be the point.

agree  JoannaM: Given the product (soap or wipes I imagine) and the context, I think here the term means basically 'when you're forced to use a loo/facilities that are not your own (ie the ones at home which present no risk, as they're yours and you know they're clean).

I don't think it means outdoors ( the risk of infection is NOT higher there anyway)
