Reference information:
Although the only hit I found containing both debito informativo and information obligation was this very question, I think Vedran is right (much as I personally prefer Peter's suggestion of "required information").
The link below is to an organisation of European countries which formed a network to attempt to reduce administrative costs through standardisation, and the page in question defines information obligation. It seems to perfectly cover the meaning of debito informativo in my document, at least.
