neutral  dasein_wm: A shell or front company implies that there is another business behind it. I understand 'cartiere' as: there is in fact no company except on paper. So, it's not a front. It's a fake.

derivante da frodi "carosello", realizzate mediante l’interposizione di imprese “cartiere” (costituite cioè al solo scopo di far girare fatture false) che acquistano merci da altri Paesi comunitari e da San Marino in sospensione d’IVA, le rivendono ai reali destinatari applicando l’imposta, ma poi omettono di versare le somme all’erario, svanendo nel nulla dopo poco tempo
