"Nasce REF-E.

A dieci anni dalla sua creazione REF si riorganizza per meglio promuovere lo sviluppo delle proprie attività. In REF-E confluiscono le attività e il gruppo di lavoro specializzato nelle analisi della concorrenza e della regolazione nel settore energetico e ambientale in Italia e in Europa. "

I am thinking "REF-E is born" as in "A baby is born" and wish to know what people think. Normally, I almost never use "born" for nasce, but they want to make an advertising splash and I feel it could work here.
Obviously I'm open to other ideas.

REF is a firm of consultants in the field of economics. http://www.ref-online.it/it/chi-siamo/ref/
They are creating a sort of internal division called REF-E where E stands for Energy. That division/working group specialises in the economics of energy markets.
The client's suggestions were:
REF-E goes alive. Non mi piace-..... cosa dici di Let is announce the foundation of REF-E!
Oppure REF-E is born
