At the moment, I'm favouring the following translation:
"...historical problems of low growth in labor and capital inputs (to GDP) and in combined factor productivity have worsened."
Any thoughts anyone on whether this holds up?

I suspect those are components of GDP or of growth in GDP, but really need to see the whole sentence to see what those are components of or if they are implied and not explicitly stated.

i think what the article is getting at is the low growth of the factors work and capital and the low productivity resulting from the combination of the low-growth capital and labour ... sound rather Marxist?
