this is a year done by italian students who have completed 4 years of studies in a high school which allows them to become teachers immediately after graduating...if they do not decide to pursue a teaching career and want to go to university instead, they are required to take this extra year

Explanation:
Basically it is the pre-university year some students need to do before starting university.

I think it could be applicable to this case, too.

This year, in the UK, is needed when the qualification achieved is not enough to pursue the chosen university degree course.

I'm from the UK and I've never heard of a foundation year but as a label it sounds right. However, if your readers need to understand then the only solution is to put your note, maybe as a footnote (also this is a very particular type of 'high school'):
