Try this. The original sentence has been constructed in a perverse, circumlocuitous way. It will be your job, as translator, to reconstruct it in Plain English.

the literal translation would be something like "the continuity tests on the safety circuit exclude the possibility that said circuit could remain open in such a way as to create points in which it would be possible for the operator to be electrocuted".
