There are two voltages applied to the base - the bias voltage, which is fixed, and sets the optimum operating conditions for the transistor, and the signal voltage (analogue waveform or pulses) which is impressed upon the fixed bias voltage and appears at the collector or emitter of the transistor with modified characteristics (waveform, amplitude or impedance, all depending on how the transistor is biassed and which is being used as the output terminal).
