These are payment terms contained in a contract with the general contractor for a photovoltaic plant. Here's the context: 20% (ventipercento) entro 15 giorni dall’inizio del montaggio dei moduli fotovoltaici o 10% (diecipercento) saldo entro 15 giorni dalla data del collaudo a freddo dell’impianto.

Can't find a translation or even an explanation for "collaudo a freddo" (no-load test?).

You will find lots of ghits for this. You could say just off-load test but the fact that it says collaudo would seem to indicate some sort of acceptance by the client
