Explanation: This is a matter of a commonplace bit of rhetoric which would not be made in the same way in English. In Italian, "eccelso" means "sublime, superlative," but what it is saying is that conditions are not very good, and that is how I would render the expression in English. In other words, the adjective "eccelso" itself has the meaning I said, but the sentence you quote means "conditions aren't so hot". Which, in turn, could not be literally translated in Italian.
